Kadaga’s Chair Remains Empty

President Yoweri Museveni is officiating at the swearing-in of his newly appointed and duly approved members of the cabinet at the Kololo Independence grounds.

29 Ministers and 52 state ministers are expected to be officially sworn in at a scientific ceremony.

However not all selected ministers will attend the event due to several differing factors.

The seat of the 1st Deputy Prime Minister and East African Affairs designate, Rebecca Kadaga, remains empty as the swearing in ceremony happens.

The Appointments Committee of Parliament sitting on Monday last week vetted the First Deputy Prime Minister Rebecca Kadaga virtually via zoom.

Unlike others, the vetting of Kadaga was brief and this was premised on the fact that she had formerly served as a Speaker of Parliament making her qualified automatically .

It is not yet clear why Kadaga is not yet present at the ongoing event but we wait to see if she will turn up before the end of the official function.

Kadaga who previously badly wanted to scoop the 11th speakership spot at parliament was denied the chance by the NRM’s central executive Committee-CEC who endorsed Jacob Oulanyah instead.

Kadaga resolved to stand as an independent in the race but was still beaten by Oulanyah.

Among the absent include the new Minister for Presidency, Milly Babalanda after getting in contact with a Covid-19 patient.

Babalanda is among 81 newly appointed Ministers and have since been approved by the Appointments Committee of parliament.  

Alice Kaboyo newly appointed State Minister for Luweero Triangle will also not attend after the Appointments Committee of Parliament dismissed her appointment.

The committee dismissed her appointment on grounds that she had earlier in 2012 pleaded guilty to abuse of office in the Global Alliance for Vaccines and Immunization (GAVI) case.

Others are John Mulimba and Muruli Mukasa who are yet to be vetted since they were sick during the time of the vetting process.

So far, the Vice president Hon Jessica Alupo, Prime Minister Hon Robinah Nabbanja, 2nd Deputy Premier Gen Moses Ali,3rd Deputy premier and 1st lady, and Minister for Education and Sports Janet Kataha Museveni have taken their oaths.
