EC hands over former head offices to UNRA to pave way for flyover project
The former Electoral Commission head offices on Plot 55 Jinja Road, Kampala, will soon be demolished to pave way for a flyover project.
The Kampala Flyover Road Project, is a road-improvement project in the Central Division of Kampala. The project involves the construction of flyovers at the “Clock Tower”, and at “Kitgum House”, the widening of Nsambya Road and of Mukwano Road, including the improvements of interfacing roads and junctions. It stretches over an estimated 3.5 kilometres .
The project (Jinja Road – Mukwano Road – Queen’s Way) is funded by the Ugandan government under the Uganda National Road’s Authority (UNRA), with financing from Japan International Cooperation Agency (JICA).
The Chairperson of the Electoral Commission(EC), Justice Simon Mugenyi Byabakama officially handed over the former EC premises to the leadership of UNRA on Tuesday 14th March, 2023.
Speaking at a handover event held at the Jinja Road premises, Byabakama explained that the new offices is now be located on to 7th street Industrial Area, the former offices of National Housing and Construction Company.

“We are here with the team from UNRA to hand over the said premises to enable the works of the flyover project proceed. As you are aware, phase one is ongoing at Queen’s way clock tower, ” he said
UNRA is set to demolish the facilities on the land to pave way for the ongoing development of the Kampala Flyover Construction and Road Upgrading Project (KFCRUP).
EC vacates head office
Works on the Kampala Flyover commenced in December 2018 and consequently, Unra had in April pledged to have the substantial completion of the first flyover project done by December 2022.
The project is expected to ease traffic flow around the clock tower area, in downtown Kampala.
The project is financed through the Japan International Cooperation Agency (JICA) at Shs224 billion for the first phase, while the second phase is expected to cost Shs659 billion.
