Luwero Chief Magistrate’s court paraded two local government workers on allegations of stealing Parish Development Model (PDM) monies and adding relatives and friends as beneficiaries.

The accused Nansikombi Winfred, the Town Clerk of Ndejje Town Council, and Male Joseph Nsereko, the Town Agent and Parish Chief of Buyego Ward, were on Wednesday charged with theft and conspiracy to defraud.

Court heard that between November and December 2023, the duo, along with Semayobe James Noah, the District Commercial Officer for Luwero who remains at large, engaged in a major fraud scheme during the disbursement of the PDM money for the 3rd phase .

It is alleged that the accused manipulated the beneficiaries’ list, inserting 19 names of their relatives and friends who were not residents of the area. They illegally shared the PDM monies to two daughters of the Town Clerk, leaving out the rightful beneficiaries of the SACCO.

They were arrested by officials from the State House Anti-Corruption Unit (SHACU), Directorate of Criminal Investigations Department (CID) and prosecuted by the Office of the Director of Public Prosecution (ODPP). 

The court remanded Nansikombi and Nsereko until 24 July 2024 as the investigation continues.
