Deputy Speaker of Parliament, Thomas Tayebwa, has rejected a proposal to subject General Muhoozi Kainerugaba’s controversial remarks to a Parliamentary investigation.

“The UPDF has its own Code of Conduct, has its own disciplinary procedures. If any member of the UPDF violates their code of conduct, they are subjected to their disciplinary action. I have seen Generals going there, I have seen senior officers going there. So, I don’t want Parliament to turn itself into an investigative body, before the Institution can utilize its own mechanisms in case there was a problem. Really, I am not going to refer this matter to the Committee for investigation.”
The proposal, spearheaded by Busiro East MP Medard Sseggona, stemmed from Muhoozi’s comments, where he stated that the Army would never allow a civilian to rule Uganda.

“I thought that the right way of dealing with this would be referring this matter for an investigation irrespective of who is involved because it is about our lives, it is about the safety of everybody in this country, it is a matter that should be investigated,” proposed Sseggona.
Deputy Attorney General Jackson Kafuuzi defended Muhoozi’s remarks, asserting that the General, like all Ugandans, has a right to freedom of expression. However, Shadow Attorney General Wilfred Niwagaba criticized this stance, noting that as a serving military officer, Muhoozi’s comments violated both the Constitution and the UPDF Act.Gen. Muhoozi, on his part, reaffirmed his full support for President Yoweri Museveni’s 2026 candidacy, encouraging members of his People’s Liberation Army (PLU) civic organization to join the ruling National Resistance Movement (NRM), which aligns with their values.
Gen. Muhoozi Kainerugaba posted to his thousands of followers on social media platform X former Twitter: “All my millions of supporters. All the supporters of PLU. We shall all of us, as one man and without exception support President Museveni in 2026. The future belongs to our mighty God alone, and we shall triumph in His name.”
Muhoozi added: “On PLU members who want to contest for parliament, nothing is stopping you from doing that. PLU is a civic organisation not a political party. You are absolutely free to contest. For now I advise you to subscribe to NRM. That’s the political party that is most closely aligned to our values.”
