Court has remanded to Luzira Prison a 39-year-old traffic officer for allegedly attempting to rape a university student.

Sergeant Richard Kasule, attached to the Central Police Station in Kampala, was sent to jail by Buganda Road Chief Magistrate’s Court on Monday, following disturbing allegations that he molested a female student from Kyambogo University inside her car after stopping her over a traffic offense.

The alleged incident happened on March 30, 2025, near the Golf Course area. Prosecutors say Kasule stopped the student for making a prohibited U-turn, confiscated her driving permit, and demanded a bribe of Shs100,000. She pleaded and sent Shs20,000 to his phone.

But things took a terrifying turn. After asking for her permit back, Kasule allegedly forced himself into her car, slid his hand into her dress, groped her thighs and private parts, and even forced her to touch his genitals, despite her protests.

Court documents reveal that the officer kissed her twice, groped her breast, and only allowed her to leave after a bizarre phone call exchange where she tricked him into letting her go.

The victim later confided in her family, who helped her file a police complaint. What started as a case of indecent assault has now escalated to attempted rape.

Kasule denies the charges but remains remanded until April 29.
