The ICT and National Guidance, Dr. Chris Baryomunsi has no kind words for the Uganda police force after his name was dragged to a list of persons alleging the late Speaker of Parliament was poisoned.

Hon. Oulanyah died on March 19, 2022 after a long hospitalization in Washington cancer hospital in Seattle USA. According to the Ministry for Health Dr. Jane Ruth Aceng, he died from multiple organ failure resulting from lymphoma cancer.

Baryomunsi has been dragged in the mud by police to answer to allegations that the late Hon Jacob Oulanyah died from poison and not cancer as reported by the government.

Police Spokesperson Fred Enanga told journalists at a press briefing on Monday that they have commenced the process to summon individuals behind these allegations. He said a section of politicians and individuals were fueling reports that the deceased Speaker was poisoned.

Enanga explained that Baryomunsi was summoned because the NRM Vice Chairperson for Buganda region, Godfrey Kiwanda indicated that he shared information about Oulanyah being poisoned with him last year.

Kiwanda on Saturday mentioned that the deceased told him he was poisoned and asked him to keep it a secret.

While addressing the media at the Uganda Media Centre on Tuesday, Baryomunsi called the police unprofessional and excited to be on camera. He called Enanga unprofessional for putting his name on the list.

“From what I have been saying, am I among those who have been putting forward that information? He should be professional. He should be professional in the way he does his job. Enanga should stop being excited and shouldn’t drag me into this drama,Enanga said

Hon. Oulanyah’s father Nathan Okori is among those required to report to police to make statements on their allegations.  Others include; National Unity Platform boss Robert Kyagulanyi alias Bobi Wine, ,Kilak County MP Gilbert Oulanyah, Oyam MP, Hon. Santa Okot, local musician Bosmic Otim among others.

However, Baryomunsi says it is unfair for police to sermon a grieving father to the deceased to make statements.

“It’s improper to summon a father who has just lost his child. At this rate Enanga will summon the late Jacob Oulanyah.Baryomunsi said.

Enanga says from all the hospitals visited in Uganda, Germany and the United States of America, there was no trace of poison found in his system. He says the summoned parties should provide a chain of evidence of how the crime was committed, beyond reasonable doubt, by whom, how the poison was acquires, proof of access to the victim whether directly or indirectly, and any parallel certificate of death, suggesting their version of cause of death.

“As you are all aware the cause of death of Hon Jacob Oulanyah was clearly revealed as arising out of multiple organ failure. In all death by poisoning the establishment of substance is vital.Medical records prove there was no poison in the systematic circulation. We are therefore summoning all those persons with other causes of death including poisoning for further interview and statement recording.”  Enanga said on Monday

Government on cause of death

According to the Minister for Health Dr Jane Ruth Aceng the fallen Speaker of Parliament Rt. Hon Jacob Oulanyah succumbed to multiple organ failure from cancer he had been battling since 2019.

Aceng presented a medical report on the cause of death of the fallen Speaker at a special sitting in Parliament on Tuesday.

“The immediate cause of death was multi organ failure. The heart failed,  the lungs failed,  the liver failed  and the  kidney failed,” Dr.Aceng said

The health Minister says Oulanyah had been receiving treatment (chemotheraphy) at the Uganda Cancer Institute since 2019 under the guidance of the Uganda Cancer Institute (UCI), Director Jackson Oryem.

Aceng reveals that on January 23rd ,2022, the deceased was admitted at the Mulago National Referral Hospital for two weeks after suffering a bone marrow infection culminating from continuous chemotherapy.

Aceng says the deceased’s health condition can be attributed to a health condition he suffered while a guild speaker and student at the Makerere University. He reportedly underwent a lymphatic System Depletion that led to the removal of his spleen.

Meanwhile, (UCI), Dr Jackson Oryem also revealed that the fallen Speaker of Parliament Hon Jacob Oulanyah Emeritus was hit by several complications that catalyzed his demise.

Oryem while delivering a a medical report on the late Rt Hon Jacob Oulanyah at the Kololo Ceremonial Grounds told mourners that the deceased was battling cancer called Lymphoma at stage 3, but failed to receive treatment because his bone marrow was not functional.

According to Oryem, he was first approached by in late February 2020, when he was stranded and in need of assistance in treating the cancer. Oulanyah reportedly confided in Oryem about his health status and a team of doctors from Mulago was instituted to start chemotherapy treatment on him.

However, after a series of successful treatment, the deceased suffered hernia and was subjected to an operation that later affected his condition. He adds that his bone marrow was infected and damaged .

“And that meant that we completely had a different situation, he was very ill and couldn’t eat, everything was coming through the vein,including his feeding.Now , the cancer issue takes a back seat because the emergency is saving him.And to cut the long story short,immediately an arrangement was made and he was airlifted to Dubai he explained
